   Electron flow is always from the negative to the positive terminal.  In vacuum tube physics, the Cathode is always negative, and the Anode is always positive.  Now, if you analyze how much energy, or static electricity is required to hold a ordinary balloon to the ceiling after rubbing it in your hair, the amount of current required is tiny but, the voltage is very high.  You could very easily have over 100kV present to keep a balloon on the ceiling, and the balloon usually weighs over a gram.  Using air as a medium does not change the functionality of a cathode beyond requiring more current to charging up the surrounding air establish current flow, and then achieve lift.  This makes the first two priorities the Cathode, and the Anode because, these are responsible for the emission of electrons required to charge the air, or surrounding space around the vehicle, and generating the current flow around the hull that will act as your traction on space.  An electron is only 1/1800th of the weight of a proton, and still holds together the strongest substances at the most finite level.  This relates to the intensity of a field around the electron in space.   Solar Wind Powered vehicles, literally use energy winds produced by the nuclear reactions on the sun.  Using a high voltage in this fashion is not so different in air compared to a vaccum, except the vehicle is internally powered and the majority of power is pumped around the ship as a directional skin voltage.  Where they are gathering energy from the sun in a solar sail, there's an onboard generator just like you find to power anything else.  So, I'll cover this one step at time.
